<p>-The Army Contracting Command &ndash; Aberdeen Proving Ground (ACC‑APG), on behalf of the Defense Commissary Agency (DeCA), is issuing this <strong>Commercial Solutions Opening (CSO)</strong> Special Notice to solicit <strong>Phase 1 Solution Briefs</strong> for <strong>Syndicated Data Core Services</strong>. This requirement is intended to provide DeCA with modern, highly accurate syndicated market data, shopper analytics, economic modeling, competitor intelligence, and data integration services to support enterprise‑wide savings measurement and competitive benchmarking.-</p>

<p>-Offerors may propose innovative commercial solutions addressing <strong>one, some, or all thirteen (13) Areas of Interest (AOIs)</strong> but must provide a <strong>complete end‑to‑end solution</strong> for any AOI proposed. Partial solutions for a single AOI will not be evaluated.</p>

<p><strong>Submission Instructions (Phase 1 &ndash; Solution Brief)</strong></p>

Content beyond limits will not be evaluated.</li>

<p><strong>3. Required Content for Phase 1 Solution Brief</strong></p>

<p>Solution Briefs <strong>must</strong> include the following sections:</p>

<ul>
<li>Title Page (company info, UEI, CAGE)</li>
<li>Executive Summary</li>
<li>High‑Level Technical Solution/Concept</li>
<li>Itemized Rough Order of Magnitude (ROM) cost per AOI</li>
<li>Schedule to Full Operational Capability (FOC)</li>
<li>Company viability</li>
<li>Intellectual property disclosures</li>
<li>Business status certification</li>
<li>Organizational Conflict of Interest (OCI) analysis and mitigation plan (if applicable)</li>
</ul>

<p><strong>4. Areas of Interest (AOIs)</strong></p>

<p>The Call for Solutions includes thirteen (13) AOIs, such as:</p>

<ul>
<li>AOI 1: CONUS Non‑Fresh Syndicated POS Data</li>
<li>AOI 2: CONUS Fresh Syndicated POS Data</li>
<li>AOI 3: CONUS Ecommerce POS Data</li>
<li>AOI 4&ndash;5: OCONUS Savings Methodology (Fresh &amp; Non‑Fresh)</li>
<li>AOI 6: Patron Panel Services</li>
<li>AOI 7: Competitor Location Intelligence</li>
<li>AOI 8: SNAP Eligibility Data</li>
<li>AOI 9: Competitor Pricing Percentiles</li>
<li>AOI 10&ndash;11: CONUS/OCONUS Manual Basket Shops</li>
<li>AOI 12&ndash;13: CONUS/OCONUS Competitor Web Scraping</li>
</ul>

<p><strong>5. Evaluation &amp; Next Phases</strong></p>

<p>Solution Briefs will be evaluated against:</p>

<ul>
<li><strong>Technical Merit</strong></li>
<li><strong>Schedule &amp; Cost Feasibility</strong></li>
<li><strong>Viability</strong></li>
</ul>

<p>The Government may:</p>

<ul>
<li>Invite selected companies to <strong>Phase 2 Pitch Sessions</strong>,</li>
<li>Bypass Phase 2 and directly request a <strong>Phase 3 Proposal</strong>, or</li>
<li>Determine no further consideration is warranted.</li>
</ul>

<p>Multiple awards may be made, and all awards depend on funding availability.</p>

<p><strong>6. Special OCI Requirements</strong></p>

<p>For AOIs involving OCONUS savings methodology (4 &amp; 5) and OCONUS data collection (11 &amp; 13), offerors proposing both must use <strong>independent, non‑affiliated entities</strong> to avoid impaired‑objectivity OCI and must submit a <strong>mandatory mitigation plan</strong>.</p>

<p><strong>7. Additional Notes</strong></p>

<ul>
<li>Offerors must monitor SAM.gov for amendments.</li>
<li>SAM registration (UEI) required prior to award.</li>
<li>Reseller-only and academic research proposals are not desired.</li>
<li>No cost reimbursement for participation.</li>
<li>
