<p><strong>AMENDMENT 01 - 09/16/2026</strong></p>

<p>Solicitation is amended to post a revised Statement of Work and responses to requests for information (RFIs) received by the RFI deadline.&nbsp; All other terms and conditions remain unchanged.</p>

<p>Acknowledgement of amendment is required with quote submission by either returning a signed copy of the SF-30 or completing section 19 on the SF-1442.</p>

<p>This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12.&nbsp; This announcement constitutes the only solicitation.&nbsp; Quotations are being requested and a separate written solicitation will not be issued.&nbsp;</p>

<p>Solicitation number 1232SA26Q1458 is issued as a Request for Quotation (RFQ) for a PVC water well at the Southern Horticulture Laboratory in Poplarville, MS.</p>

<p>This acquisition&nbsp; is set-aside for small business concerns.&nbsp; The applicable North American Industry Classification Standard Code is 237110.&nbsp; The small business size standard is $45.0 million. &nbsp;This acquisition is a Total Small Business Set-Aside.&nbsp; All responsible sources may submit a quotation which will be considered by the agency.&nbsp;</p>

<p>Organized site visits have been scheduled for September 10, 2026 at 1:00 PM Central Daylight Time (CDT) and September 11, 2026 at 9:00 AM CDT.&nbsp; The same information will be provided at both site visits, so offerors only need to attend one.&nbsp; Contractors wishing to attend the site visit must register by emailing josh.dobereiner@usda.gov by September 9, 2026 at 4:00 PM CDT with the name(s) of attendee(s), company they are with, and company(s) they are representing.&nbsp; A Government issued photo ID is required for attendance.</p>

<p>The site visit will be held for the purpose of providing contractors with the opportunity to familiarize themselves with the site, which may be helpful in the preparation of quotes.&nbsp; Attendance at the site visit is not mandatory for quote submission; however, failure to visit the site will not relieve or mitigate the successful contractor&rsquo;s responsibility and obligation to fully comply with the terms, conditions, and specifications contained and/or referenced in this document.</p>

<p>All questions regarding this solicitation must be submitted in writing to the Contracting Officer, Josh Dobereiner, via email to josh.dobereiner@usda.gov.&nbsp; Questions must be submitted no later than September 15, 2026 at 4:00 PM CDT.&nbsp; Answers to all questions received by that time will be posted as an amendment to the solicitation.&nbsp; No questions will be answered after this date unless determined to be in the best interest of the Government as deemed by the Contracting Officer.&nbsp; Questions generated by artificial intelligence will not be answered.&nbsp; The Contracting Officer will make the sole and final determination on what questions deem a response.&nbsp; Telephone requests for information will not be accepted or returned.</p>
