Berla iVe Automobile Forensic License Support

<p>The Department of the Army Criminal Investigation Division (DACID) requires the procurement of brand-name Berla iVe Automobile Forensic Software to support its investigative operations. This acquisition includes fourteen (14) Berla iVe software license renewals and nine (9) Berla Generation 5 (Gen 5) iVe hardware upgrade kits, in accordance with the Statement of Work outlined in Attachment A0001.</p>

The anticipated award date for this contract is 18 September 2026 and will support a one-year period of performance from 24 September 2026 through 23 September 2027.</p>

<p>The Government intends to award a single contract to an Offeror whose quote is determined to be the lowest priced technically acceptable based on the following evaluation factors:</p>

<p><br />
1. Technical - Technical capability will be evaluated to determine the likelihood that the Government&#39;s requirements in the SOW can be achieved.</p>

<p><br />
2. Price - Price will be evaluated to determine if the Offerors&#39; proposed price is fair, reasonable, and balanced using price analysis techniques in accordance with the guidelines in FAR 15.404-1 (b).</p>

<p><br />
All non-priced factors will be evaluated on an &quot;Acceptable&quot; or &quot;Unacceptable&quot; basis. An Offeror must receive an &quot;Acceptable&quot; rating for all non-price factors to be considered for award.</p>

<p>TECHNICAL ACCEPTABLE/UNACCEPTABLE RATINGS:<br />
Acceptable: Quote clearly meets the minimum requirements of the solicitation.<br />
Unacceptable: Quote does not clearly meet the minimum requirements of the solicitation.</p>

The anticipated award will be a Firm Fixed-Price contract. The Government intends to award this Solicitation without discussions. The Government reserves the right to make no award under this Solicitation.</p>

<p><br />
All proposals and associated responses must be submitted in accordance with the instructions provided in this solicitation.</p>

<p><br />
The hard deadline for the receipt of all responses is August 24, 2026, at 3:00 PM Eastern Time (ET).</p>
