The U.S. Geological Survey (USGS) has a<br/>requirement for a sole source Purchase Order with Campbell Scientific<br/>for datalogger systems.<br/> <br/>The period of performance of the resulting<br/>award will be 60 days after award.<br/> <br/>USGS-Department of State Landslide Disaster Assistance Team<br/>(LDAT) plans to purchase data loggers and accessories required to maintain data<br/>collection at landslide monitoring sites. To ensure continuity of operations<br/>and establish new landslide monitoring sites, LDAT is purchasing common<br/>accessories and replacement parts that are most likely needed to ensure that<br/>parts are readily available for prompt donation and installation on an as<br/>needed basis.<br/>Therefore,<br/>it intends to make a direct award to Campbell Scientific on a sole<br/>source basis under the authority of FAR Overhaul (RFO) 12.102(a).<br/> <br/> <br/>This is not a request for competitive quotations<br/>or proposals but rather an intent to award sole source notification.<br/>Questions or concerns may be addressed to the Contract Specialist, Jonathan<br/>Wyatt at jonathan_wyatt@ios.doi.gov no later<br/>than 09/09/2026.<br/> <br/>The U.S. Geological Survey (USGS) considers employee<br/>signatures to be Personal Protected Information, and therefore all employee<br/>signatures have been redacted. By posting this document, the Contracting<br/>Officer attests all appropriate signatures have been obtained. <br/> <br/> <br/>1.<br/>Contracting Agency and Activity The Department of the Interior, United States Geological Survey (USGS), Reston Science<br/>Acquisition Branch.<br/>2.<br/>Nature of Action Being Approved.<br/>New contract for Campbell<br/>Scientific monitoring equipment.<br/>3.<br/>Description of Supplies or Services.<br/>The U.S.<br/>Geological Survey (USGS), Natural Hazards Mission Area requests award of a<br/>noncompetitive procurement to Campbell Scientific for a variety of data<br/>acquisition and control equipment to repair, replace, or install donated<br/>technical assistance instrumentation for landslide monitoring. The anticipated<br/>period of performance is 60 days after award.<br/> <br/>4.<br/>Statutory Authority The<br/>proposed action may be awarded on a sole source basis under the authority of<br/>FAR Overhaul (RFO) 12.102(a).<br/> <br/>5.<br/>Rationale Supporting Use of Citation in No. 5.<br/>The requisition requests Campbell Scientific products to meet unique<br/>requirements of compatibility with existing USGS monitoring systems. These<br/>include such items as: (1) robust field serviceability, (2) specifically<br/>designed for landslide applications, and (3) especially compatible with<br/>existing USGS Landslide Hazard Program data storage and archiving systems to<br/>ensure data sharing and support. The data loggers are uniquely made to work<br/>with a variety of different vendors¿ sensors and work with USGS data analysis<br/>programs. No other instrumentation will meet the unique operational and end<br/>users needs of this equipment.<br/> <br/> <br/>6. The<br/>Efforts to Identify Additional Sources Including the Market Research Conducted.<br/><br/>Market research consisted of<br/>conducting internet searches and reviewing other known vendors and equipment of<br/>ADCP¿s. Other systems are costly and bulky and would require more work to carry<br/>extra gear. No other remote system or attachments were available that would not<br/>compromise the quality of streamflow data collection with a TRDI instrument.<br/> <br/> <br/>7. Other<br/>Information. <br/>The requested instrumentation from the selected vendor (Campbell<br/>Scientific) has been carefully selected to make existing landslide monitoring<br/>networks more robust and compatible. Selecting instrumentation from another<br/>vendor do not meet these requirements; Changing<br/>system components at this stage would require at least two personnel to learn<br/>new systems which is cost-prohibitive from a labor standpoint (i.e., any cost<br/>savings in equipment would be lost by estimated 4 pay period cost expenditures<br/>on labor per personnel), hinder data sharing<br/>between counterparts, and prevent USGS<br/>from providing the requisite remote and in-country support for installation and<br/>maintenance to LDAT counterparts.<br/> <br/>8. The Efforts to Identify<br/>Additional Sources Including the Market Research Conducted. <br/>The efforts to identify additional<br/>sources included a review of available market information, including the<br/>technical specifications provided by different manufacturers; assessing<br/>interoperability of data loggers, sensors and processing software; and reviewing<br/>prior USGS procurements for similar monitoring applications. Market research<br/>evaluated which commercially available manufacturers of data sensors and<br/>loggers could meet USGS operational requirements, including field durability,<br/>compatibility with multi-vendor sensors, and alignment with USGS standard<br/>operating procedures for data collection and processing. The market research<br/>determined that only Campbell Scientific data loggers and sensors meet all the<br/>required field performance, field robustness, and sensor compatibility<br/>criteria.<br/> <br/>9. Future Plans to Permit<br/>Competition. <br/>The barrier to competition is the lack of interchangeability between other<br/>manufacturers¿ base system components and those of Campbell Scientific. Future<br/>requirements for same/similar items will be competed to the maximum extent<br/>possible.<br/> <br/>
