<p>1. Project Overview (Summary of Bid Items)<br />
The contemplated contract will include the following work as shown in the construction documents (Drawings &amp; Specifications Volumes 1&ndash;3):</p>

<p>CLIN 0001 &ndash; Base Bid, General Construction (Cemetery Expansion):<br />
Construct a 3,360-niche columbarium.<br />
Develop gravesite sections for 3,712 pre-placed crypt burials.<br />
Develop gravesite sections for 6,821 in-ground cremains interments.</p>

<p>CLIN 0002 &ndash; Option Bid Item 1 (Maintenance Yard Pavement):<br />
Replace asphalt pavement with concrete in the maintenance yard per Bid Alternate in Volume</p>

<p>CLIN 0003 &ndash; Option Bid Item 2 (Site Improvements):<br />
Renovations at the Administration Building and PIC/Restroom building.<br />
Construct one new Storage Building in the maintenance area.<br />
Provide swing space as depicted in the plans for Alternate &ldquo;B&rdquo;.</p>

<p>CLIN 0004 &ndash; Option Bid Item 3 (Irrigation Expansion):<br />
Irrigation improvements at the existing cemetery.<br />
Provide a permanent power source to Committal Shelter A.</p>

<p>2. Period of Performance<br />
Anticipated completion is 540 calendar days (18 months) from issuance of the Notice to Proceed.</p>

<p>3. Contractor Responsibilities (Highlights)<br />
Perform all work during normal business hours (Monday&ndash;Friday, 8:00 a.m. to 4:30 p.m., excluding Federal Holidays).</p>

<p>Establish construction limits, safety controls, and fencing; coordinate parking, laydown, and temporary facilities with the Cemetery Director.</p>

<p>Conduct site survey and utility locating; provide erosion/sediment control and maintain site drainage.</p>

<p>Execute site clearing, grading, landscaping (turf and seed), and final restoration; protect existing improvements and vegetation.</p>

<p>Provide daily progress summaries and at least 10 electronic photos documenting progress to the COR.</p>

<p>Submit required shop drawings, submittals, test reports, and as-built documents; furnish O&amp;M manuals (as applicable).</p>

<p>Warranty materials and workmanship for at least one year from final acceptance. Obtain all necessary permits (including environmental) and dispose of waste off-site in accordance with law.</p>

<p>4. Anticipated Key Dates<br />

Requirements are specified in the IFB (anticipated standard construction bond requirements).</p>

<p>6. Access to Solicitation<br />
The official IFB, drawings, specifications, and any amendments will be posted exclusively on SAM.gov. Interested vendors must monitor SAM.gov for updates. Telephone requests will not be honored.</p>

<p>7. Eligibility &amp; Registration<br />
Prospective bidders must be registered and active in SAM (www.SAM.gov). If a socioeconomic set-aside (e.g., SDVOSB) is used, firms must hold required VA CVE verification at time of bid and award.</p>

<p>8. Questions<br />
All pre-bid inquiries must be submitted in writing via the method provided in the IFB by the stated Q&amp;A deadline. Do not contact the cemetery directly.</p>
