<p>This is solicitation <strong>SPE602-26-R-0702</strong> for the annual bulk fuel procurement for the Rocky Mountain/West Coast(RMW) 2026 Purchase Programs. The fuel procured from this buy will&nbsp;cover various bases in the Rocky Mountain/West Coast/Offshore region the United States. The NAICS code for this procurement is 324110. <strong>Please note the suspense for responses is Wednesday, March 4 at&nbsp;3:00 PM Fort Belvoir, VA time.</strong></p>

The Program&#39;s Ordering Period is date of award through September 30, 2027. The Delivery Period is&nbsp;October 1, 2026, through September 30, 2027, with a 30-day Carry Over period.&nbsp;The delivery methods will be Tanker, Barge, Truck, and Pipeline, both FOB Origin and Destination,&nbsp;depending on the specific requirement and location.</p>

DLA Energy is seeking to increase Small Business participation in our solicitations. For this solicitation,&nbsp;an estimated 8.23% of the fuel quantity is set-aside for small business concerns. If you are a&nbsp;designated small business in accordance with FAR 52.212-1, please ensure your System for Award&nbsp;Management (SAM) designation is correct.</p>

<p>This solicitation is available on the World Wide Web https://www.sam.gov. Please be advised that a&nbsp;copy of the solicitation will not be available to email due to the size. DLA Energy will be using the Bulk&nbsp;Offer Entry Tool (OET) for this Procurement. Utilization of the Bulk OET is mandatory. The Bulk OET&nbsp;will allow Offerors to electronically submit and sign their offer (including the SF1449).</p>
