Mechanical Services Basic Ordering Agreement (BOA)

<p><strong>Brookhaven Science Associates, LLC (BSA)</strong>, operator of Brookhaven National Laboratory (BNL) under contract with the U.S. Department of Energy (DOE), is soliciting offers from qualified small business contractors for <strong>Mechanical Services under a Basic Ordering Agreement (BOA)</strong>.</p>

<p>The Contractor shall provide all labor, services, materials, tools, equipment, supervision, and other resources necessary to perform a variety of mechanical construction work on various projects throughout the BNL site. Scope will be authorized through individual <strong>Task Orders (TOs)</strong> placed under the BOA.</p>

<p>This procurement is a <strong>Total Small Business Set-Aside</strong> under <strong>NAICS 238220 &ndash; Plumbing, Heating, and Air-Conditioning Contractors</strong>.</p>

<p><strong>MANDATORY SOLICITATION EVENTS</strong></p>

<p><strong>Mandatory Virtual Solicitation Overview Meeting:</strong> October 15, 2026 at 10:00 AM ET<br />
<strong>Mandatory Site Visit:</strong> October 15, 2026 at 11:00 AM ET<br />
<strong>RSVP Deadline for both events:</strong> October 9, 2026</p>

<p>Interested Offerors must RSVP to the Contractual Representative identified below. A Microsoft Teams meeting notice will be provided for the Virtual Solicitation Overview Meeting. Site visit instructions will be provided to Offerors who RSVP. <strong>Attendance at both the Virtual Solicitation Overview Meeting and Site Visit is mandatory.</strong></p>

<p><strong>SOLICITATION SCHEDULE</strong></p>

<p><strong>Questions Due:</strong> October 21, 2026 by 5:00 PM ET<br />
<strong>Offers Due:</strong> October 30, 2026 by 4:00 PM ET<br />
<strong>Anticipated Award:</strong> November 2026</p>

<p>Offerors shall review the Solicitation and <strong>all enclosures and attachments</strong> for complete technical, qualification, pricing, safety, bonding, insurance, wage determination, and contractual requirements.</p>

<p>To be considered responsive, an Offeror must submit:</p>

<ol>
<li>A compliant <strong>Qualification Criteria Form (Enclosure 2)</strong> and supporting documentation;</li>
<li><strong>Sample Project Pricing Sheet (Enclosure 3)</strong>; and</li>
<li><strong>Schedule of Unit Rates (Enclosure 1, Attachment 3)</strong>.&nbsp;</li>
