Focus Coil Repair/Recondition and Purchase of New Units

Description

<p>The National Oceanic and Atmospheric Administration (NOAA), Eastern Acquisition Division (EAD), on behalf of the National Weather Service (NWS) National Reconditioning Center (NRC), has a requirement for the evaluation, repair, reconditioning, and procurement of Next Generation Radar (NEXRAD) Focus Coils and is contemplating to issue a Firm-Fixed Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) award from the solicitation with a period of performance of 5 years from the date of award. The Government intends to select a single source contractor; however, the Government reserves the right to award no contract, depending on the quality of the quotations, the prices submitted, and the availability of funds.</p>

<p>The Contractor shall provide all necessary personnel, materials, equipment, services, and facilities to perform the following core requirements:</p>

<ul>
<li>
<p><strong>First Article Testing:</strong> Delivery and evaluation of two (2) First Article units to verify technical capability and compliance.</p>
</li>
<li>
<p><strong>Evaluation, Repair, and Reconditioning:</strong> Inspection and refurbishment of Focus Coils to a fully operational, &quot;like-new&quot; condition.</p>
</li>
<li>
<p><strong>New Unit Procurement:</strong> Manufacture and delivery of brand-new Focus Coil units.</p>
</li>
</ul>

<p>Technical Specifications &amp; Standards</p>

<p>All deliverables and services&mdash;including structural tolerances and external cosmetic appearance&mdash;shall strictly conform to NWS Specification Drawing Number <strong>1217084, Revision H</strong> (attached).</p>

<p>Pricing and Deliverables</p>

<p>The proposed repair and reconditioning pricing must be all-inclusive. Unit pricing shall encompass all diagnostic parts, materials, labor, quality assurance inspections, and return shipping costs necessary to restore each Focus Coil to full operational specifications.</p>

<p>The North American Industrial Classification System&nbsp;(NAICS) Code is 811210, Electronic and Precision Equipment Repair and Maintenance. The anticipated period of&nbsp;performance will be for five years, from time of award in 2026 through 2031.</p>

<p>All offerors must be certified through the NWS Radar Operations Center (ROC)&nbsp; to perform repairs on this equipment.</p>
