Additionally, this notice is for information and planning purposes and is not a request for proposals nor any other type of commitment by the Government. <p>The U.S. Army Corps of Engineers (USACE),&nbsp;Europe District&nbsp;invites industry partners to&nbsp;participate&nbsp;in a Reverse Industry Day focused on emerging acquisition strategies and project delivery methods. This event is intended to foster open dialogue between industry and USACE&nbsp;regarding&nbsp;innovative approaches to design and construction procurement.&nbsp;</p>

<p><strong>BACKGROUND</strong>&nbsp;</p>

<p>Industry partners have gained&nbsp;significant experience&nbsp;implementing progressive and collaborative delivery methods, including Progressive Design-Build (PDB), Design-Build to Budget (DB2B), Integrated Design and Construction (IDAC), and Other Transaction Authorities (OTA). USACE is exploring opportunities to expand the use of these tools where&nbsp;appropriate&nbsp;and seeks direct feedback from industry to help shape future acquisition strategies and solicitation approaches.&nbsp;NAU&nbsp;is committed to delivering vital public and military engineering services in an increasingly complex and dynamic environment.&nbsp;Our traditional design-bid-build and even design-build project delivery models, while historically successful, face growing pressure from accelerated timelines, constrained budgets, and the need for greater innovation.&nbsp;</p>

<p><strong>NAU&nbsp;is requesting initial comments and/or written products to effectively&nbsp;facilitate&nbsp;dialogue prior to the event.</strong>&nbsp;</p>

<p><strong>EVENT OBJECTIVE</strong>&nbsp;</p>

<p>This Reverse Industry&nbsp;Day&nbsp;is designed to provide industry with a platform to:&nbsp;</p>

<p>&bull; Share real-world experiences and lessons learned using emerging acquisition methods.&nbsp;</p>

<p>&bull; Discuss successful implementation strategies, challenges, and risk mitigation approaches.&nbsp;</p>

<p>&bull; Provide recommendations on solicitation structure, evaluation criteria, partnering practices, and contract administration considerations.&nbsp;</p>

<p>&bull; Offer feedback that may inform future&nbsp;NAU&nbsp;acquisition planning and solicitation development.&nbsp;</p>

<p><strong>FORMAT</strong>&nbsp;</p>

<p><strong>Session 1.&nbsp;Case Studies&nbsp;</strong>&nbsp;</p>

<p>&nbsp;The Government, at its sole discretion, may select up to five (5) industry partners to present a case study (see&nbsp;additional&nbsp;requirements below).&nbsp;&nbsp;Case studies should focus on practical application of one or more of the acquisition strategies&nbsp;identified&nbsp;above and highlight lessons learned that may&nbsp;benefit&nbsp;future USACE procurements.&nbsp;</p>

<p>The&nbsp;ideal&nbsp;firms bring&nbsp;completed, highly relevant projects under collaborative models. &nbsp;The case studies should directly address Government topic of interests presented in this notice. Each presenter is allotted a strict 15-minute briefing&nbsp;window,&nbsp;immediately followed by a 10-minute group Q&amp;A. &nbsp;</p>

<p><strong>Session&nbsp;2.&nbsp;Roundtable Contributor Panelists</strong>&nbsp;&nbsp;&nbsp;</p>

<p>The Government, at its sole discretion, may select&nbsp;approximately&nbsp;five (5) industry partners to&nbsp;participate&nbsp;in the panel discussion&nbsp;(see&nbsp;additional&nbsp;requirements below).&nbsp;This roundtable will focus on&nbsp;Host Nation Permitting Barriers&nbsp;and unique aspects&nbsp;when executing projects inside the EUCOM&nbsp;AOR. &nbsp;&nbsp;The goal of this session is to&nbsp;identify&nbsp;barriers for entry that should be considered when pivoting from traditional government model of federal contracting.&nbsp;&nbsp;Potential topics of interest&nbsp;include but not limited&nbsp;the&nbsp;conflicts&nbsp;between U.S. design standards (UFC) and Host Nation codes (e.g., German DIN/Eurocodes), Status of Forces Agreement (SOFA),&nbsp;tax/VAT clearance, local labor-market shortages, and regional (e.g.&nbsp;Bauamt) permitting timelines with the goal of identifying the procedural steps in our current&nbsp;NAU&nbsp;processes&nbsp;that present the biggest obstacles to fast-tracking and collaborative design.&nbsp;</p>

<p>The ideal firms&nbsp;should be highly capable prime construction contractors and designers who possess deep, proven Design-Build (DB) experience delivering federal, DoD, or major commercial infrastructure in Europe, but who may not yet have formal prime contract history under Progressive Design-Build (PDB), Design-Build-to-Budget (DB2B), or Other Transaction Authority (OTA) agreements.&nbsp;</p>

<p><strong>Session&nbsp;3.&nbsp;U.S. Special Operations Command Europe (SOCEUR) Command and Control Facility</strong>&nbsp;</p>

<p>The Government is considering&nbsp;utilization&nbsp;of Progressive Design-Build (PDB) via Other Transaction Authority (OTA) for U.S. Special Operations Command Europe (SOCEUR) Command and Control Facility. This session will provide an overview of the project,&nbsp;with the goal&nbsp;to engage&nbsp;in an open discussion on how this project may&nbsp;benefit&nbsp;from this acquisition&nbsp;delivery method.&nbsp;</p>

<p>The government&nbsp;is seeking interest and industry feedback&nbsp;on an acquisition method&nbsp;utilizing PDB via OTA&nbsp;to achieve a&nbsp;faster and more collaborative legal&nbsp;mechanisms&nbsp;to initiate design ahead of full construction appropriations and streamlined access to specialized defense contractors.&nbsp;</p>

<p>Summary Scope: Construction of a standard design U.S. Special Operations Command Europe (SOCEUR) Command and Control Facility (C2F) for 494 personnel to serve as SOCEUR C2F. The facility includes an administrative area with specified security zones and an operations area featuring&nbsp;special use&nbsp;space for Level 6 secure activities, an Operations Center (OC), and a Network Operations Center (NOC). Primary facilities also include construction of a multi-story parking garage.&nbsp;Select&nbsp;technical requirements include redundant mechanical and electrical systems with backup power, extensive information systems, Intrusion Detection Systems (IDS), comprehensive cybersecurity measures, and Antiterrorism for Buildings (AT/FP) standards.&nbsp;The project will involve the demolition of existing Building 2350 (Commissary, 54,888 Total SF).&nbsp;</p>

<p>Focus: General attendee open-floor Q&amp;A, structured feedback collection, and in-region relationship development with senior Host Nation State Partners prior to evening airport and transit departures.&nbsp;</p>
