<p>1. Opportunity Overview &amp; Description of Requirement</p>

<p>The Marine Corps Installations Pacific (MCIPAC) Regional Contracting Office (RCO), Okinawa, Japan, is competitively soliciting quotes under Request for Quotation (RFQ)&nbsp;<strong>M6740026Q0053</strong>&nbsp;to award a Firm-Fixed-Price (FFP) purchase order. The purpose of this contract is to obtain professional services to provide comprehensive exercise evaluation and exercise design support for the &quot;Constant Vigilance 2026&quot; crisis response exercise.</p>

<p>The period of performance is strictly limited to the Base Year, covering pre-exercise coordination, on-site exercise execution in Okinawa from<strong> 3</strong>&nbsp;<strong>&ndash;18 August 2026</strong>&nbsp;(4 days of on-site evaluation), hotwashes, and final After-Action Report (AAR) and Improvement Plan deliverables.</p>

<p>The NAICS code for this requirement is&nbsp;<strong>541611</strong>&nbsp;(Administrative Management and General Management Consulting Services), and the Product Service Code (PSC) is&nbsp;<strong>R410</strong>&nbsp;(Support&mdash;Professional: Program Management/Support).</p>

<p>2. Instructions to Quoters&nbsp;</p>

<p>This acquisition is being conducted as a competitive, open-market procurement utilizing the commercial procedures of the&nbsp;<strong>Revolutionary FAR Overhaul (RFO) Part 12</strong>&nbsp;under DoD Class Deviation&nbsp;<strong>2026-O0028</strong>. As the services are performed entirely outside the United States and its outlying areas, small-business set-asides do not apply in accordance with FAR 19.000(b). Furthermore, this procurement is exempt from Japanese Consumption Tax under the U.S.&ndash;Japan Status of Forces Agreement (SOFA) using USFJ Form 420EJ.</p>

<p>In accordance with RFO FAR 12.203(c)(2), the Government will evaluate quotations using a&nbsp;<strong>Comparative Evaluation</strong>&nbsp;process:</p>

<p>Quotations will be compared directly against one another.</p>
</li>
<li>
<p>The Government will perform a holistic, qualitative tradeoff between technical capability, key personnel expertise, past performance, and price.</p>
</li>
<li>
<p>The Government is not required to establish a competitive range, assign numerical or adjectival scores, or draft formalized evaluation plans before communicating with quoters or requesting price revisions.</p>
</li>
</ul>

<p>3. Submission Requirements&nbsp;</p>

<p>To reduce contractor burden, the technical quote shall be limited to a maximum of&nbsp;<strong>five (5) pages</strong>&nbsp;(excluding resumes) and must address the following:</p>

<p><strong>Technical Capability Statement:</strong>&nbsp;A brief operational methodology illustrating how the offeror will execute the four (4) days of on-site exercise evaluation and hotwashes in Okinawa.</p>

<p><strong>Key Personnel Resumes:</strong>&nbsp;Provide 1-page resumes and HSEEP certifications for the Project Lead and designated Subject Matter Experts (SMEs) covering the core functional areas:</p>

<p><strong>Firm-Fixed-Price Travel Structure:</strong>&nbsp;Submit a fully burdened, Firm-Fixed-Price (FFP) Travel Quote based on the following standardized government parameters to ensure equitable price comparison:</p>

<p>Number of Travelers: Exactly six (6) people (5 evaluators and 1 Project Lead).</p>
</li>
<li>
<p>Destination: Okinawa, Japan (MCIPAC venues).</p>
</li>
<li>
<p>Duration: Five (5) nights of hotel lodging, aligned with Defense Travel Regulation (DTR) maximum joint per diem rates for Okinawa.</p>
</li>
</ul>
</li>
</ul>

<p>In accordance with RFO FAR 12.203(c)(1) and RFO 52.212-1(c)(2), the Contracting Officer may exercise good business judgment to accept and consider a quotation received after the designated deadline if doing so is in the best interest of the Government and will not unduly delay the acquisition.</p>

<p>4. Past Performance Information</p>

<p>In addition to the technical quote, the contractor shall provide relevant past performance information for efforts performed within the last three (3) years that demonstrate experience performing requirements of a similar scope, complexity, and operational sensitivity (such as similar crisis response exercises or HSEEP contracts). Past performance submissions must include the contract number, customer name, period of performance, a brief description of the services provided, and current customer Point of Contact (POC) information. Past performance documents shall not exceed&nbsp;<strong>three (3) pages</strong>&nbsp;in length.</p>

<p>5. Point of Contact (POC) for Submissions</p>

<p>All interested vendors shall submit their completed technical capabilities documents, price quotes, and past performance via email to the point of contact listed below no later than&nbsp;<strong>09:00 AM Japan Standard Time (JST)</strong>&nbsp;on&nbsp;<strong>30 July 2026</strong>.</p>
