<p>Amendment 1: A.15.01.01 (HQC01026QE021 A0001): Correcting the Solicitation Helpdesk Link. See attached for more information.</p>

<p>The Defense Commissary requires a commercial contractor&nbsp; to provide comprehensive maintenance services at the Wiesbaden commissary facility and equipment in Germany. This is a non-personal services requirement where the contractor manages their own workforce to keep all building systems, infrastructure, and food handling equipment safe, compliant and continously operational.</p>

<p>The contractor is responsible for three tiers of facility and equipment maintenance:</p>

<ul>
<li>
<p><strong>Preventive Maintenance (PM):</strong>&nbsp;Scheduled inspections, functional cleanings, and routine servicing to prevent unexpected failures.</p>
</li>
<li>
<p><strong>Unscheduled Maintenance (UM):</strong>&nbsp;Repairs for non-critical unexpected failures. The contractor must submit a cost estimate within&nbsp;<strong>14 days</strong>&nbsp;and complete the work within&nbsp;<strong>45 days</strong>&nbsp;of approval.</p>
</li>
<li>
<p><strong>Emergency Maintenance (EM):</strong>&nbsp;24/7 immediate response for issues threatening life, safety, or critical operations (e.g., refrigeration loss). Technicians must be on-site within&nbsp;<strong>3 hours</strong>. For repairs over&nbsp;<strong>&euro;3,000</strong>, the contractor must stabilize the issue and await government approval before completing the full repair.</p>

</ul>

<p>Operation and Personnel Requirements:</p>

<ul>
<li>
<p><strong>Qualified Workforce:</strong>&nbsp;The contractor must provide qualified, English-speaking personnel (including a 24/7 Contract Manager) and maintain the internal workforce capacity to complete at least&nbsp;<strong>70%</strong>&nbsp;of all requested work without subcontracting.</p>
</li>
<li>
<p><strong>System Tracking:</strong>&nbsp;All work orders, estimates, and deliverables must be tracked exclusively through the government&#39;s web-based&nbsp;<strong>Service Order Management System (SOMS)</strong>.</p>
</li>
<li>
<p><strong>Base Access &amp; Coordination:</strong>&nbsp;The contractor must manage installation access passes for its direct employees and conduct brief, daily check-ins with store management to coordinate work around retail operations.</p>
</li>
</ul>

<p>Compliance and Quality Assurance:</p>

<ul>
<li>
<p><strong>Reporting:</strong>&nbsp;The contractor must submit an initial 100% equipment inventory (updated quarterly), monthly maintenance findings, and an annual refrigerant leak report.</p>
</li>
<li>
<p><strong>Safety &amp; Quality Plans:</strong>&nbsp;Comprehensive Safety and Quality Control Plans (QCP) must be submitted shortly after contract award to ensure adherence to commercial standards and EU regulations.</p>
