<p><strong>Uninterrupted support for Naval Sea Logistics Center for NAVSEA Information Technology Support Services</strong></p>

<p>This pre-solicitation notice is hereby issued in accordance with FAR 5.101.&nbsp; The purpose of this synopsis is to announce the Naval Sea Logistic Center&rsquo;s (NAVSEALOGCEN) intent to negotiate a Cost-Plus-Fixed-Fee (CPFF) sole source bridge contract with Orbis Sibro Inc, dba ORBIS (ORBIS), 238 Albemarle Rd Charleston, South Carolina 29407-7522.&nbsp; This bridge contract will include one 6-month base Period of Performance (PoP) and one 6-month option PoP.&nbsp; The bridge contract is estimated to start 9 November 2026.&nbsp; The current Task Order expires 8 November 2026.</p>

<p>NAVSEALOGCEN intends to issue a solicitation to ORBIS under the authority of 10 U.S.C. 3204(a)(1) as implemented by FAR 6.103-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, to provide uninterrupted Information Technology Support Services to the NAVSEALOGCEN Cyber IT &amp; Systems Operations Department (Code 66) in support of:</p>

<ul>
<li>Developing, maintaining, and assessing life-cycle support policies, procedures, processes, Information Technology (IT) applications,</li>
<li>Providing IT, cybersecurity, configuration, logistics, technical data services in support of information systems support configuration logistics, maintenance/modernization, outfitting, and technical data and their customers/users.</li>
</ul>

<p>These functions are in direct support of the following programs:</p>

<ul>
<li>Model-Based Product Support (MBPS) &ndash; modernized, cloud-based framework replacing legacy databases,</li>
<li>Configuration Data Manager&rsquo;s Database &ndash; Open Architecture (CDMD-OA) &ndash; the database of record for shipboard configurations,</li>
<li>Budget Planning System (BPS) &ndash; used to calculate Navy budgets,</li>
<li>Program Support Data Automated Reporting and Tracking System (PARTS) &ndash; the primary repository for spares and repair parts funding,</li>
<li>Ships&rsquo; Maintenance and Material Management System (SHIPS3M) &ndash; the repository for all shipboard preventative and corrective maintenance execution data,</li>
<li>Real-Time Outfitting Management Information System (ROMIS) &ndash; manages outfitting material during ship construction and refueling complex overhauls,</li>
<li>Advanced Technical Information Support (ATIS) &ndash; manages and validates shipboard digital technical manuals and drawings.</li>
</ul>

<p>The NAICS code for this acquisition is 541330 Engineering Services, with a small business size standard of $25.5 million.&nbsp; A determination by the Government not to compete the proposed acquisition is based on the bridge contract nature of this procurement.</p>

<p>This notice of intent is not a request for competitive proposals.&nbsp; However, all responsible sources may submit a capability statement, proposal, or quotation by 11 August 2026, which shall be considered by the agency.&nbsp; A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.&nbsp; Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.&nbsp; Responsible sources may submit questions regarding this action to Michael VanDeMark at michael.t.vandemark.civ@us.navy.mil.</p>
