<p><strong>Introduction &amp; Purpose</strong></p>

<p>The Department of the Air Force, through the <strong>18th Contracting Squadron (18 CONS/PKC)</strong>, is issuing this Sources Sought announcement to conduct market research. The primary objective is to identify <strong>qualified contractors</strong> with the specialized capabilities required for the construction of <strong>10 Earth Covered Magazines (ECMs)</strong> at <strong>Okinawa, Japan</strong>.&nbsp;</p>

<p>This notice is for planning and market research purposes only. It does not constitute a formal solicitation, Request for Proposal (RFP), or an invitation for bid, nor does it represent a commitment or obligation by the U.S. Government to award a contract.&nbsp;</p>

<p><strong>2. Scope of Work &amp; Project Requirements</strong></p>

<p>The intended outcome of this project is to deliver robust, blast-resistant storage infrastructure that satisfies stringent U.S. military safety and security standards for munitions and explosives handling.&nbsp;</p>

<p>The scope of construction involves engineering and building ten (10) standard or specialized ECMs, which include:</p>

<ul>
<li><strong>Reinforced Concrete Structures:</strong> Engineering and pouring heavy-duty reinforced concrete floors, structural walls, and integrated roof slabs.&nbsp;</li>
<li><strong>Blast-Mitigation Engineering:</strong> Installing reinforced steel blast doors and blast-resistant components designed to mitigate internal or external explosion risks.&nbsp;</li>
<li><strong>Earth Cover Operations:</strong> Backfilling and grading a dense earth cover layer over the top and sides of the concrete shell to optimize safety and containment parameters.&nbsp;</li>
</ul>

<p><strong>System Integrations:</strong> Installing specialized lightning protection systems (LPS), grounded electrical infrastructure, and robust perimeter/structural security components.</p>

<p><strong>3.&nbsp; Requested Responses</strong></p>

<p>Interested contractors possessing the capabilities to perform this localized work in Okinawa should submit the attached questionnaire. Responses must be comprehensive and include the following information:</p>

<ul>
<li><strong>Company Profile:</strong> Official company name, physical address, point of contact details, DUNS number / Unique Entity ID (UEI), and active registration status on SAM.gov</li>
</ul>

<p><strong>4. Submission Instructions</strong></p>

<p>Please submit all Capability Statements, and questionnaire (attachment) electronically via email to the 18 CONS/PKC point of contact listed on the SAM.gov Notice.</p>
