<p><strong>Presolicitation / Draft Request for Proposal (RFP)</strong></p>
<p><strong>PROJECT TITLE:</strong> <strong>Türkiye Base Operating Support (T-BOS) Services</strong></p>
<p><strong>1. INTRODUCTION & APPRECIATION TO INDUSTRY</strong><br />
The Department of the Air Force, 764th Enterprise Sourcing Squadron (764 ESS), wishes to thank our Industry partners for their robust participation and valuable input during the Market Research and capability assessment phases over the past year. Your feedback has been instrumental in shaping this requirement.</p>
<p>The Government is now issuing this Draft Request for Proposal (RFP) for the Türkiye Base Operating Support (T-BOS) contract. The purpose of this posting is to provide the final draft solicitation documents to Industry for review, comment, and question submission prior to the release of the official RFP.</p>
<p><strong>2. IMPORTANT NOTICE: COLLECTIVE LABOR AGREEMENT (CLA) STATUS</strong><br />
Prospective Offerors are advised that the next iteration of the Türk Harb-İş Collective Labor Agreement (CLA) is currently under bilateral negotiation between the Host Nation and applicable labor authorities, and has not yet been finalized.</p>
<p>As stated in the draft Section L (Instructions to Offerors, Paragraph L.4.2.2), Offerors shall base their current reviews, questions, and initial pricing strategies on the <em>existing</em> 2024-2026 CLA (and its active 27 Sep 2025 Addendum) provided in the attachments below. Once the new CLA is finalized and executed, the Government will formally incorporate the updated CLA, wage rates, and benefits tables into the official solicitation via a formal RFP Amendment.</p>
<p><strong>3. DRAFT SOLICITATION ATTACHMENTS</strong><br />
The following documents are attached to this notice for Industry review:</p>
<ul>
<li><strong>Draft Solicitation (FA5641-26-R-0005):</strong> Standard Form 33 and contract clauses/provisions.</li>
<li><strong>T-BOS Draft Performance Work Statement (PWS):</strong> Dated 17 July 2026.</li>
<li><strong>Activated Services Matrix- </strong>This excel lists sheet the PWS paragraphs that are activated in the PWS by location</li>
<li><strong>Instructions to Offerors (Section L) & Evaluation Criteria (Section M):</strong> Provided as separate documents for ease of review; these will be incorporated directly into the final official solicitation.</li>
<li><strong>T-BOS Technical Data Package (ZIP File):</strong> Contains historical workload data, Government-Furnished Property (GFP) listings, and other critical operational data.</li>
<li><strong>2024-2026 Türk Harb-İş Collective Labor Agreement (CLA):</strong> The current, active labor agreement.</li>
<li><strong>CLA Addendum:</strong> Dated 27 September 2025.</li>
<li><strong>T-BOS Workforce Baseline (Excel):</strong> Provides necessary workforce cost and demographic data regarding the incumbent unionized workforce.</li>
</ul>
<p><strong>4. SUBMISSION OF QUESTIONS AND COMMENTS</strong><br />
Industry is highly encouraged to review the attached drafts and submit questions, comments, or recommended improvements.</p>
<ul>
<li><strong>Deadline:</strong> All questions and comments must be submitted no later than <strong>Monday, 27 July 2026, at 16:00 Central European Summer Time (CEST)</strong>.</li>
<li><strong>Submission Method:</strong> Please submit all questions using the Solicitation Question and Comment Form included in the attachments directly to the Point of Contacts (POCs) listed on this notice.</li>
</ul>
<p>The Multi-Functional Team (MFT) will review and consider all questions and recommended improvements for incorporation into the final solicitation. The Government expects to release the final, official RFP within one month of this posting.</p>

This draft solicitation does not commit the U.S. Government to contract for any supply or service whatsoever. The Government will not pay for any information or administrative costs incurred in response to this Draft RFP. All costs associated with responding to this notice will be solely at the interested party's expense.</em></p>
