<p>This combined synopsis/solicitation for services prepared in accordance with the format in subpart<br />
12.6 of the Federal Acquisition Regulation (FAR) as supplemented with additional information&nbsp;<br />
included in this notice. This synopsis/solicitation is being advertised as Small Business Set-Aside&nbsp;<br />
only. This announcement constitutes the only solicitation; no separate written solicitation will be&nbsp;<br />
issued.</p>

<p>The solicitation number is 37140PR260000076. Applicable North American Industry Classification&nbsp;<br />
Standard (NAICS) codes are:</p>

<p><br />
This requirement is for a firm fixed price service contract. The contract will be awarded&nbsp;<br />
using simplified acquisition procedures in accordance with FAR part 13</p>

<p>The Government will award a contract resulting from this solicitation to the proposer responsible,&nbsp;<br />
whose offer conforming to the solicitation will be most advantageous to the Government, Lowest&nbsp;<br />
Price, Technically Acceptable.</p>

<p>Anticipated award date: 10 business days after close of solicitation, OOA 31 August 2026</p>

<p>SCOPE OF WORK:</p>

<p><br />
CCTV Camera, Recording and Data Transmission Replacement<br />
U.S. Coast Guard Sector Key West</p>

<p>GENERAL REQUIREMENTS</p>

<p>PART 1 &ndash; General:<br />
United States Coast Guard Sector Key West is accepting proposals for qualified individuals or firms&nbsp;<br />
to replace the existing non-functioning CCTV camera, recording and transmission systems located on&nbsp;<br />
Sector Key West buildings. These replacements will be broken down by location.<br />
1. Sector Key West UPH.<br />
&bull; &nbsp;Relocate exiting wireless bridge due to the existing ongoing construction obstructing the&nbsp;<br />
field<br />
of view of the existing field of view from the barracks to building 48. Two new wireless bridge&nbsp;<br />
will now link the existing Barracks building with the Main Sector building and building 108.<br />
&bull; &nbsp;Replace server at the barracks due to inability to record and view.<br />
2. Sector Key West SFLC Building<br />
&bull; &nbsp;Replace bullet camera, networking and wireless connectivity with main Sector building.<br />
3. Station Key West Building 108<br />
&bull; &nbsp;Relocate wireless antennae, install new server closet and rewire with weatherproof&nbsp;<br />
cabling.</p>

<p>PART 2 &ndash; Location:<br />
U.S. Coast Guard Sector Key West 100 Trumbo Rd<br />
Key West, Florida 33040</p>

<p>PART 3 &ndash; Itemized Requirements:<br />
1. A site visit is required to troubleshoot replacement/connectivity issues Report findings to the&nbsp;<br />
POCs listed above.<br />
2. Provide all necessary replacement or modernized parts to include resetting/reprogramming&nbsp;<br />
services to restore the system back to operable status with monitoring company.<br />
3. If the system cannot be restored to full functionality, provide a report on the specific items&nbsp;<br />
that remain discrepant and the limitations that will be experienced.</p>

<p>PART 4 &ndash; Facility Operating Hours:<br />
1. The facility shall remain in operation throughout the service. Contractor access to the service&nbsp;<br />
site shall be limited to the following: 7:00am to 3:00pm, Monday through Friday, excluding&nbsp;<br />
holidays. Access to the site shall not be permitted on the weekends without prior approval from the&nbsp;<br />
Contracting Officer in writing.</p>

<p>PART 5 &ndash; Security Requirements<br />
1. Contractor shall provide a list of names for required personnel needing to access the base to&nbsp;<br />
the Coast Guard COR for access to the base.<br />
2. Personnel will be required to first report to the NAS Boca Chica Security Office for an entry&nbsp;<br />
pass unless they already have base access.<br />
3. All personnel shall present their ID and base entry pass to the security personnel at the&nbsp;<br />
entrance to the base for access.</p>

<p>PART 6 &ndash; Contractor Responsibilities:<br />
1. Contractor shall provide a list of and cut sheets for all materials needed to complete the work.<br />
2. Contractor shall install all components and devices in accordance with all manufacturer&rsquo;s&nbsp;<br />
instructions and record local weather information when performing work to verify compliance with&nbsp;<br />
manufacturer instructions. Contractor shall notify the government when manufacturer instructions&nbsp;<br />
are unable to be followed.</p>

<p>PART 7 &ndash; Final Acceptance:<br />
1. After repair, the contractor shall perform a final inspection with Sector Key West POCs to&nbsp;<br />
verify acceptability.<br />
Submittal of invoice(s) information will be provided once award of contract has been made.</p>

Period of Performance: Work is expected to commence at NLT 10 business days after award is made and&nbsp;<br />
submitted to awardee. Anticipated award date: 31 August 2026</p>

<p>Site visit: It is highly recommended and encouraged that a site visit is performed at &nbsp;the unit to&nbsp;<br />
field verify the requirements within the SOW and speak with the unit POC &nbsp;for this project. A site&nbsp;<br />
visit has been scheduled for Wednesday August 5th at 1000.&nbsp;<br />
Vendors are to coordinate a site visit with the below listed unit personnel. Vendor &nbsp;must ensure&nbsp;<br />
company personnel attending site visit have a proper government issued &nbsp;ID in order to gain access&nbsp;<br />
to the Coast Guard Station.</p>

Q&amp;A&rsquo;s: Questions concerning the work requested must be sent via email to angel.melendez@uscg.mil by&nbsp;<br />
COB 12 August 2026. These Q&amp;A&rsquo;s will be answered and posted to this solicitation as an amendment to&nbsp;<br />
solicitation prior to closing.</p>

differ materially from those indicated in the contract.<br />
&bull; &nbsp;52.236-3 Site Investigation and Conditions Affecting the Work: Requires the contractor to&nbsp;<br />
investigate the site and conditions before bidding.<br />
&bull; &nbsp;52.236-5 Material and Workmanship: Requires all materials to be new and of the most suitable&nbsp;<br />
grade unless otherwise specified.<br />
&bull; &nbsp;52.236-7 Permits and Responsibilities: Holds the contractor responsible for getting all&nbsp;<br />
necessary licenses, permits, and complying with federal, state, and local laws.<br />
&bull; &nbsp;52.236-13 Accident Prevention: Requires contractors to provide a safe work environment and&nbsp;<br />
comply with relevant safety and health standards (e.g., OSHA).</p>

Labor Standards</p>

<p>For construction projects over $2,000 in the United States, solicitations must include wage rate&nbsp;<br />
and labor standards requirements:</p>

<p>&bull; &nbsp;52.222-6 Construction Wage Rate Requirements: Mandates that mechanics and laborers are paid the&nbsp;<br />
prevailing local wages as determined by the Department of Labor.<br />
&bull; &nbsp;52.222-11 Subcontracts (Labor Standards): Requires contractors to flow down wage requirements to&nbsp;<br />
all subcontracts.<br />
Socioeconomic Clauses</p>
