<p>--------------------------------------------------------------------------------------</p>

<p>The USIBWC is issuing a Solicitation (negotiated) for the design and construction (design-build) of the Sludge Dryer Building within the USIBWC&rsquo;s Nogales International Wastewater Treatment Plant Project, in Rio Rico, Santa Cruz County, Arizona.&nbsp; This new building shall house the sludge dryer purchased for the plant.</p>

<ol>
<li>Description of the Work:</li>
<li>work shall include work under a Based Bid and Two Options:</li>
</ol>

<ul>
<li>The project includes:</li>
<li><strong>Design and construction</strong>&nbsp;of a new building to accommodate the sludge dryer system and associated equipment.</li>
<li><strong>Demolition</strong>&nbsp;of the existing belt filter presses and related polymer system components (excluding concrete foundations, overhead structure, and electrical motor control centers).</li>
<li><strong>Relocation</strong>&nbsp;of an existing three-sided metal structure.</li>
<li><strong>All associated site work, utilities, permitting, and commissioning</strong>&nbsp;to deliver a fully operational, code-compliant, and ready-to-use facility.</li>
<li>The final product shall be a fully commissioned, turn-key building with all required utilities (water, sanitary sewer, communications, electrical, fire protection, etc.) and site improvements, ready for immediate use upon completion.</li>

<li>4. Scope of Work Highlights</li>
<li><strong>Phase 1: Design</strong>
<ul>
<li>Site investigation, surveying, geotechnical investigations, and design development.</li>
<li>Preparation of construction documents, technical specifications, and all required reports.</li>
<li>Coordination with stakeholders and regulatory agencies.</li>
</ul>
</li>
<li><strong>Phase 2: Construction</strong>
<ul>
<li>Site preparation, demolition, and relocation activities.</li>
<li>Construction of the new sludge dryer building and installation of all required systems.</li>
<li>Quality control testing, commissioning, and project closeout.</li>
</ul>
</li>
<li><strong>Compliance:</strong>
<ul>
<li>All work must comply with federal, state, and local codes, including NEPA, OSHA, ADA/ABAAS, and applicable environmental and safety regulations.</li>
<li>The contractor is responsible for all required permits and coordination with utility providers.</li>
</ul>
</li>
<li>5. Submission Requirements (When Solicitation is Issued)</li>
<li>Interested offerors will be required to submit:</li>
<li>Qualifications and relevant experience with similar design-build projects.</li>
<li>Technical approach and project management plan.</li>
<li>Past performance information.</li>
<li>Price proposal.</li>

<li>6. Anticipated Timeline</li>
</ul>

<li><strong>Site Visit:</strong>&nbsp;July 24, 2026 at <strong>10 AM Local</strong>. An NDA is required.</li>
<li><strong>Questions due:</strong> July 29, 2026 at 3 PM MDT.</li>
<li><strong>Proposal Due Date:</strong>&nbsp;August 14, 2026 at 3PM MDT.</li>
<li>7. Additional Information</li>
</ul>

<li>This notice is&nbsp;<strong> a request for proposals</strong>. The solicitation, specifications, and drawings will be made available on SAM.gov.</li>
<li><strong>Magnitude is between $1 million and $5 millio</strong>n.</li>
<li>All interested parties are encouraged to monitor SAM.gov for updates.</li>
<li>Questions regarding this notice may be submitted via email to the Contracting Officer listed in the forthcoming solicitation.</li>
</ul>

<p>A site visit is scheduled for<strong> July 24, 2026, at 10AM local tim</strong>e. Names of individuals who plan to attend along with an IBWC Form 358 Non-Discloser Agreement (NDA) shall be furnished before 3:00 PM MDT (CO&rsquo;s local time) on Wednesday, July 22, 2026, by email submission to seone.jones@ibwc.gov.&nbsp; PPE will be required for this site visit (hard hat, safety shoes and vest). IBWC will not provide PPE. A maximum of 2 per company will be allowed. Vendors must check in with a valid ID at the administration building and let them know they are attending a site visit/walk through. All visitors must be escorted by IBWC personnel.</p>

<p>Photos/videos will be allowed with some restrictions. No photos of gates, fences, security features such as cameras, access points or IBWC personnel are allowed on this site visit. Only photos/video of the current sludge drying equipment will be allowed. An NDA (IBWC_Form_358_Nondisclosure_Agreement - NIWTP Biosolids Sludge Dryer Alternative Building D/B.pdf) will need to be completed prior to the site visit. Potential bidders can complete an NDA at the Pre-Proposal Conference/Site Visit.</p>

<p>All work is proposed to be completed within three hundred and sixty (365) calendar days after the Notice to Proceed.&nbsp;</p>

<p>The time for completion of final paperwork is included in the three hundred and sixty (365) calendar days.&nbsp; The time stated for completion shall include final cleanup of the premises.&nbsp; The final design and construction Contract durations will be negotiated with Offerors during the Phase Two technical proposal evaluations.</p>

<p>The Solicitation will be issued pursuant to FAR Subpart 36.3 - Two-Phase Design-Build Selection Procedures.&nbsp; Phase One shall include evaluation of technical qualifications and capability to perform and Phase Two shall include evaluation of technical proposal and price.</p>
