<p>This&nbsp;is&nbsp;a&nbsp;combined&nbsp;synopsis/solicitation&nbsp;for&nbsp;commercial&nbsp;products&nbsp;prepared&nbsp;in&nbsp;accordance&nbsp;with&nbsp;the&nbsp;format&nbsp;in&nbsp;FAR&nbsp;Subpart&nbsp;12.6,&nbsp;as&nbsp;supplemented&nbsp;with&nbsp;additional&nbsp;information&nbsp;included&nbsp;in&nbsp;this&nbsp;notice&nbsp;and&nbsp;the&nbsp;attached&nbsp;documents.&nbsp;This&nbsp;announcement&nbsp;constitutes&nbsp;the&nbsp;only&nbsp;solicitation;&nbsp;quotations&nbsp;are&nbsp;being&nbsp;requested,&nbsp;and&nbsp;a&nbsp;separate&nbsp;written&nbsp;solicitation&nbsp;will&nbsp;not&nbsp;be&nbsp;issued.&nbsp;Solicitation&nbsp;number&nbsp;OC-OCS-26-C4920&nbsp;is&nbsp;issued&nbsp;as&nbsp;a&nbsp;Request&nbsp;for&nbsp;Quotations&nbsp;(RFQ).&nbsp;The&nbsp;incorporated&nbsp;provisions&nbsp;and&nbsp;clauses&nbsp;are&nbsp;those&nbsp;in&nbsp;effect&nbsp;through&nbsp;the&nbsp;most&nbsp;current&nbsp;Federal&nbsp;Acquisition&nbsp;Circular.&nbsp;The&nbsp;associated&nbsp;NAICS&nbsp;code&nbsp;is&nbsp;334516&nbsp;(small&nbsp;business&nbsp;size&nbsp;standard:&nbsp;1,000&nbsp;employees);&nbsp;PSC&nbsp;6640.&nbsp;This&nbsp;acquisition&nbsp;is&nbsp;unrestricted.</p>

<p>The&nbsp;U.S.&nbsp;Food&nbsp;and&nbsp;Drug&nbsp;Administration&nbsp;(FDA),&nbsp;National&nbsp;Forensic&nbsp;Chemistry&nbsp;Center&nbsp;(NFCC),&nbsp;Cincinnati,&nbsp;OH,&nbsp;requires&nbsp;three&nbsp;(3)&nbsp;new&nbsp;Rigaku&nbsp;IconX&nbsp;handheld&nbsp;1064nm&nbsp;Raman&nbsp;spectrometers,&nbsp;including&nbsp;all&nbsp;standard&nbsp;features&nbsp;and&nbsp;accessories,&nbsp;CommandSuite&nbsp;software,&nbsp;familiarization&nbsp;training&nbsp;for&nbsp;up&nbsp;to&nbsp;six&nbsp;(6)&nbsp;users&nbsp;per&nbsp;instrument,&nbsp;and&nbsp;a&nbsp;three&nbsp;(3) year&nbsp;manufacturer&#39;s&nbsp;warranty,&nbsp;in&nbsp;accordance&nbsp;with&nbsp;the&nbsp;attached&nbsp;Statement&nbsp;of&nbsp;Work.&nbsp;Delivery&nbsp;is&nbsp;F.O.B.&nbsp;Destination&nbsp;to&nbsp;Cincinnati,&nbsp;OH&nbsp;45237,&nbsp;no&nbsp;later&nbsp;than&nbsp;ninety&nbsp;(90)&nbsp;days&nbsp;after&nbsp;award.</p>

<p>The&nbsp;attached&nbsp;Combined&nbsp;Synopsis/Solicitation&nbsp;document&nbsp;constitutes&nbsp;the&nbsp;complete&nbsp;RFQ,&nbsp;including&nbsp;line&nbsp;items,&nbsp;instructions&nbsp;to&nbsp;quoters,&nbsp;and&nbsp;applicable&nbsp;provisions&nbsp;and&nbsp;clauses.&nbsp;Award&nbsp;will&nbsp;be&nbsp;made&nbsp;under&nbsp;FAR&nbsp;Part&nbsp;13&nbsp;Simplified&nbsp;Acquisition&nbsp;Procedures&nbsp;as&nbsp;a&nbsp;single&nbsp;firm-fixed-price&nbsp;purchase&nbsp;order&nbsp;to&nbsp;the&nbsp;responsible&nbsp;quoter&nbsp;whose&nbsp;quotation&nbsp;is&nbsp;the&nbsp;lowest&nbsp;priced&nbsp;and&nbsp;technically&nbsp;acceptable.</p>
