<p>This is a special notice prepared in accordance with the Revolutionary FAR Overhaul (RFO) Federal Acquisition Regulation (FAR) 5.1 Pre-solicitation Notice for Commercial Simplified Acquisition in accordance with FAR 12.201-1(c)(2).&nbsp; In accordance with Revolutionary FAR Overhaul FAR 12.201-1(c)(2), the Government may solicit quotations directly from suppliers for this acquisition at or below the simplified acquisition threshold.&nbsp;</p>

<p>Naval Surface Warfare Center Carderock Division (NSWCCD) intends to award a firm fixed price (FFP) purchase order using Simplified Acquisition Procedures that meets the specifications outlined below.&nbsp; This solicitation is set aside for small business&nbsp; This announcement constitutes the only solicitation, and a written solicitation will not be issued.&nbsp;</p>

<p>The Government has&nbsp;determined&nbsp;that an award will be made to the responsible Quoter whose&nbsp;&nbsp; technically acceptable quote is considered to be the most advantageous to the Government, past performance and price considered.&nbsp; The Government intends to evaluate all&nbsp;timely&nbsp;quotes received from eligible&nbsp;quoters.&nbsp;&nbsp;The Government intends to evaluate quotations and award a contract without discussions with&nbsp;quoters.&nbsp;&nbsp;&nbsp;&nbsp;</p>

<p>Evaluation&nbsp;Factors&nbsp;&nbsp;</p>

<ol>
<li><strong>Technical&nbsp;&ndash;</strong>&nbsp; All quotations will be evaluated on a pass/fail basis to determine if the proposed product(s) clearly meet the minimum technical requirements outlined in the Performance Work Statement / salient characteristics. Quotations that do not meet the minimum requirements will be rated &quot;Unacceptable&quot; and will not be considered further.</li>
<li><strong>Past Performance</strong> &ndash; Past Performance will be evaluated via SPRS, SAM, FAPIIS, and other sources.</li>
<li><strong>Price&nbsp;&ndash;&nbsp;</strong>The price of all technically acceptable quotations will be evaluated for reasonableness. Award will be made to the vendor with the most advantageous evaluated price among the technically acceptable quotations.</li>
