<p>SUBJECT: Preventive Maintenance of 1 Pietro Carnaghi Unimill 40</p>

<p>1. DESCRIPTION OF REQUIREMENT</p>

<p>The Defense Logistics Agency (DLA) Installation Management Richmond intends to award</p>

<p>a firmfixed-price sole-source contract for the annual maintenance of one (1) Pietro</p>

<p>Carnaghi Unimill 40 located at the DLA Weapons Support IPE in Mechanicsburg NSA, PA.</p>

<p>The requirement consists of providing the manufacturer&rsquo;s annual maintenance package in</p>

<p>two planned interventions over a 365-day period of performance to ensure the gantry mill</p>

<p>operates as intended and retains full functional capability.</p>

<p>The contractor shall provide all labor, equipment, tools, materials, and supervision</p>

<p>necessary to perform:</p>

<p>1st Intervention: Machine preventive maintenance and hydraulic check (including</p>

<p>verification and minor adjustments) and provision of a spare part kit.</p>

<p>2nd Intervention: Geometry restoration including a full laser inspection and provision of a</p>

<p>spare part kit.</p>

<p>2. INTENDED SOURCE</p>

<p>The Government intends to solicit and negotiate exclusively with the original equipment</p>

<p>manufacturer (OEM), Pietro Carnaghi (or its exclusively authorized service representative),</p>

<p>under the authority of FAR 6.302-1, Only one responsible source and no other supplies or</p>

<p>services will satisfy agency requirements (or FAR 13.106-1(b) for simplified acquisitions).</p>

<p>The Statement of Work (SOW) explicitly requires the manufacturer&rsquo;s annual maintenance</p>

<p>package. The machine&#39;s capabilities are currently limited, and utilizing the OEM&#39;s</p>

<p>proprietary maintenance protocols, geometry restoration techniques, and certified parts</p>

<p>kits is essential to restoring full operational performance and maintaining long-term</p>

<p>reliability.</p>

<p>3. DISCLAIMER</p>

<p>THIS IS A NOTICE OF INTENT TO SOLE SOURCE, NOT A REQUEST FOR COMPETITIVE</p>

<p>PROPOSALS. A solicitation document will not be issued, and proposals will not be</p>

<p>requested. However, any responsible source that believes it is capable of meeting the</p>

<p>requirement may submit a capability statement, proposal, or quotation, which shall be</p>

<p>considered by the agency.</p>

<p>The capability statement must provide clear and convincing evidence that the firm</p>

<p>possesses&nbsp; the necessary certifications, training in the state of Pennsylvania, and</p>

<p>access to the OEM&#39;s proprietary maintenance procedures and parts to complete</p>

<p>the required work as described&nbsp; in the SOW.</p>

<p>A determination by the Government not to compete this proposed contract based</p>

<p>upon responses to this notice is solely within the discretion of the Government.</p>

<p>Information received will normally be considered solely for the purpose of</p>

<p>determining whether to conduct a competitive procurement.</p>

<p>4. SUBMISSION INSTRUCTIONS</p>

<p>All responses must be received no later than 1700 on 07/31/2026. Responses must be</p>

<p>submitted via email to the Contracting Officer.</p>
