<p><strong>This Sources Sought is not a Request for Proposal, Request for Quote, or Invitation for Bid. There is no commitment by the Government to issue a solicitation, make awards, or pay for respondent&#39;s expenditures made in response to this notice. Interested vendors are responsible for monitoring this notice for any subsequent amendments. All submissions become government property and will not be returned. &nbsp;Any solicitation issued resulting from this notice will be in a separate announcement. The purpose of this notice is to survey interest and obtain capability statements from industry to assist the Government in shaping the acquisition strategy.</strong></p>

<p>The U.S. Army Corps of Engineers (USACE) Europe District is planning a procurement to award a new Design-Build and Design-Bid-Build Multiple Award Task Order Contract (DB-DBB MATOC) for construction projects in Lithuania, and possibly Latvia and/or Estonia. The MATOC would have a five-year ordering period with a maximum capacity of $49.5M shared amongst the awardees, and expire at the end of the ordering period or when the maximum capacity is reached, whichever comes first.<br />

<p>The Government anticipates issuing a Request for Proposal in the fourth quarter of 2026 with award in the second quarter of 2027. The solicitation would use the two-phase design-build procedures of FAR 36, FAR 16.5, FAR 15, and other regulations and supplements. The Government intends to use the market research results to determine the acquisition strategy, such as the geographic scope, number of awardees, and source selection criteria.</p>

<p><strong>MATOC DESCRIPTION</strong></p>

<p>The MATOC&rsquo;s scope would cover construction requirements including but not limited to real property repair, maintenance, asbestos abatement, construction services, building renovation, road and pavement repair, incidental new minor construction, excavation, plumbing, demolition, electrical, structural, mechanical, concrete work, force protection, and environmental remedial work. The Government currently anticipates the following projects and magnitutdes.</p>

<li>Small Arms Complex -- $5-10M</li>
<li>Operations &amp; Storage Bldg -- below $1M</li>
<li>Simulator Facility -- $1-5M</li>
<li>Multipurpose Range Complex Expansion -- $1-5M</li>
<li>Install Target Positions -- $1-5M</li>
<li>Improve Range &amp; Maintenance Roads -- $1-5M</li>
<li>Ammo Transfer Pad --&nbsp;$1-5M</li>
<li>Construct Observation Tower -- $1-5M</li>
<li>Grenade Course, Live and Practice --&nbsp;$1-5M</li>
<li>Install Trench Complex -- $1-5M</li>
</ul>

<p><strong>CAPABILITIES STATEMENT</strong></p>

<p>Vendors interested in the potential procurement shall submit a brief capabilities statement no longer than five pages in English with the following information.</p>

<p></p>

<p>1. Company name, address, Commercial and Government Entity (CAGE) code, and Unique Entity Identifier (UEI) number; and point of contact with phone number and e-mail address.</p>

<p>2. Describe experience performing similar work described above and the capability to perform multiple projects simultaneously in Lithuania, Latvia, and/or Estonia. Explain if work was performed as a prime contractor or as a subcontractor, and include project timelines and total contract value in U.S. dollars.</p>

<p>3. If there is no experience performing similar work in Lithuania, Latvia, and/or Estonia, describe the ability to perform in any of those countries in the future, such as creating a joint venture, teaming arrangement, etc.</p>
