<p><strong>To: Prospective Quoters</strong></p>
<p><strong>Subject: Request for Quotations (RFQ) Number: 19RS5026Q0006</strong></p>
<p>The U.S. Embassy in Moscow is soliciting quotations for a qualified contractor to provide <strong>Trash, Waste and Snow Removal services, including furnishing all labor, materials, equipment and services, for the U.S. Embassy Moscow compound and Ambassador’s Residence.</strong></p>
<p>The U.S. Government intends to award a contract/purchase order to the responsible company submitting an acceptable offer at the lowest price. We intend to award a contract/purchase order based on initial quotations, without holding discussions, although we may hold discussions with companies in the competitive range if there is a need to do so.</p>
<p>Quotations are due <strong><u>on or before 6:00PM Moscow time on August 3, 2026</u> </strong>and must be submitted electronically to MoscowGSOProcurement@state.gov and perevertovan@state.gov. All quotes are to be addressed to the Contracting Officer and marked "Quotation 19RS5026Q0006 Enclosed."</p>
<p>It is important to make sure the submission is made in specific size and format; in MS-Word 2007/2010 or MS-Excel 2007/2010, Adobe Acrobat (pdf), rar or zip formats. <strong>The file size must not exceed 30MB</strong>. If too large, the submission must be made in separate files and attached to separate emails with less than 30MB each. Please do <strong>NOT</strong> send your offer via Cloud storage, DropBox, Google Drive, or other formats. They will not be received. </p>
<p>A site visit for this project may be requested through MoscowGSOProcurement@state.gov and perevertovan@state.gov. All interested offerors are invited to attend and must request access at least 48 hours in advance.</p>
<p><strong>Please confirm receipt of the invitation and your intention to submit a quote. </strong></p>
<p><strong>In order for a quotation to be considered, you must also complete and submit the following:</strong></p>
<p>1. SF-1449 (<em>Page 3. Blocks 12, 17, 23, 24 & 30, where applicable</em>)</p>
<p>2. Section 1, Pricing (<em>Page 4-6</em>)</p>
<p>3. Additional information as required in Section 3 (<em>Page 38</em>)</p>
<p>4. Representations and Certifications, Section 5 (<em>Page 44</em>) </p>
<p>6. Proof of SAM Registration</p>
<p>Offerors shall be registered in the SAM (System for Award Management) database at https://www.sam.gov prior to submittal of their offer/proposal as prescribed under FAR 4.1102. Failure to be registered at time of proposal submission may deem the offeror’s proposal to be considered non-responsible and no further consideration will be given. Therefore, offerors are highly encouraged to register immediately if they are interested in submitting a response to this requirement.</p>
