This is a combined synopsis/solicitation for commercial products or commercial services prepared<br />
in accordance with FAR Part 12. This announcement constitutes only solicitation. Offers are being<br />
requested and a separate written solicitation will not be issued.</p>

<p><br />
This acquisition IS set aside for small business concerns. This solicitation incorporates provisions<br />
and clauses by reference. The full text of provisions and clauses may be accessed electronically<br />
at www.acquisition.gov.</p>

Solicitation number 15B50426Q00000013 is issued as a request for quotation (RFQ), for: The<br />
Federal Bureau of Prisons, FPC BRYAN, intends to issue a solicitation for the supply and delivery of:</p>

The Federal Bureau of Prisons, FPC Bryan, is seeking a responsible vendor to provide one (1) 160-Ton<br />
Air-Cooled Scroll Chiller for in-house replacement of the existing unit serving the Brazos Unit. This<br />
requirement is supply-only and the contractor shall furnish all equipment and materials to replace the<br />
existing system with the new system in accordance with the Statement of Work. The proposed unit must<br />
be submitted with the full product detail sheets and specifications that are equal or equivalent to the<br />
requested specifications. All materials must meet applicable industry standards and comply with relevant<br />
environmental, safety, and quality requirements. Vendors must complete and return the attached SF-1449<br />
with their quotation.</p>

<p><br />
Place of performance is the Federal Prison Camp (FPC) Bryan, TX, located at 1100 Ursuline Avenue,<br />
Bryan, TX 77803.</p>

<p><br />
The contract type will be Firm-Fixed-Price (FFP). The Government reserves the right to award to the<br />
responsible vendor(s) whose offer conforms to the solicitation and is considered most advantageous to<br />
the Government. The evaluation criteria will follow the Best Value Trade-off to the Government. (1)<br />
Technical Acceptability (2) Delivery Schedule (3) Price. Delivery Schedule will be evaluated based on<br />
the Offeror&rsquo;s proposed delivery date, with earlier delivery considered more advantageous to the<br />
Government. Technical Acceptability and Delivery Schedule, when combined, are more important than<br />
Price. The Government may make award to an Offeror other than the lowest-priced Offeror if the<br />
Government determines that the additional benefits associated with a technically superior quotation and/<br />
or a more advantageous delivery schedule justify the additional cost. Conversely, the Government may<br />
make award to a lower-priced Offeror when the perceived benefits of a higher-priced quotation do not<br />
warrant the associated price premium. The Government reserves the right to make award without<br />
discussions.</p>

<p>The solicitation will be made available on or about July 28, 2026, and will be posted to the GPE website at<br />
www.sam.gov. All future information related to this acquisition, including any solicitation amendments and<br />
award notices, will also be disseminated through this site. Interested parties are responsible for monitoring<br />
this site to ensure they have the most up-to-date information regarding this solicitation.</p>

Registration in SAM: Each offeror must be registered in www.SAM.gov and must complete the<br />
necessary representations and certifications in SAM at the time of submitting their quotation<br />
Quotation Deadline: The anticipated closing date for receipt of quotations is August 07, 2026, at 11:00<br />
AM Eastern Time.</p>

Payment Terms: Payment will be processed via Electronic Funds Transfer (EFT) in accordance with<br />
52.232-33 Payment by Electronic Funds Transfer- System for Award Management.</p>

Additional Requirements: Offerors must include a specification sheet and any submittal information<br />
about the products offered in their quotation. Faxed and hand-delivered quotes will not be accepted. Any<br />
