<p>The U.S. Embassy Kinshasa, Democratic Republic of Congo, seeks proposals from qualified insurance providers to deliver <strong>comprehensive group health insurance coverage</strong> for locally employed (LE) staff of the U.S. Mission in Kinshasa and their eligible dependents.</p>
<p><strong>Scope of Work:</strong> The contractor shall provide health insurance services covering approximately <strong>351 enrolled individuals</strong> (employees and dependents) across three enrollment categories: Self-Only, Self-Plus-One, and Self-Plus-Family. Coverage must meet or exceed the following minimum benefit levels:</p>

<li><strong>Hospitalization & Emergency Services:</strong> 100%</li>
<li><strong>Outpatient Services:</strong> 100%</li>
<li><strong>Obstetric & Newborn Care:</strong> 100%</li>
<li><strong>Pediatric Services:</strong> 100%</li>
<li><strong>Prescription Drugs:</strong> 100%</li>
<li><strong>Preventive, Wellness & Chronic Disease Management:</strong> 100%</li>
<li><strong>Mental Health & Substance Abuse Care:</strong> 100%</li>
<li><strong>Dental Care:</strong> Up to USD 3,200 per individual per contract year</li>
<li><strong>Optical Care:</strong> Up to USD 300 per individual every two years</li>
<li><strong>Hearing Aids:</strong> Up to USD 1,500 per ear per three-year period</li>
<li><strong>Rehabilitative & Habilitative Services:</strong> 100%</li>
<li><strong>Reproductive Health:</strong> 100%</li>
<li><strong>HIV/AIDS:</strong> Up to USD 10,000 per individual per contract year</li>
<li><strong>Out-of-Country Medical Treatment & Travel:</strong> 100%</li>
<li><strong>Annual Maximum Benefit:</strong> USD 47,000 per covered individual per contract year</li>
</ul>
<p>The contractor must also maintain a <strong>pre-authorization system</strong> (standard responses within 24 hours; emergency responses within 2 hours), a <strong>web-based digital claims portal and mobile application</strong> with English and French language support, and a <strong>direct-billing network</strong> of at least ten (10) approved medical facilities in Kinshasa.</p>
<p><strong>Contract Type & Period of Performance:</strong> This is a <strong>fixed-price with economic price adjustment</strong>, indefinite-delivery/indefinite-quantity (IDIQ) contract. The base period of performance is one (1) year, with four (4) one-year option periods and one (1) six-month extension option, for a maximum total duration of <strong>5.5 years</strong>. Task orders may be issued from October 1, 2026 through March 31, 2032.</p>
<p><strong>Eligibility Requirements:</strong> Offerors must be registered with the <strong>Autorité de Régulation et de Contrôle des Assurances (ARCA)</strong> of the Democratic Republic of Congo and must be registered in the <strong>System for Award Management (SAM)</strong> at sam.gov.</p>
<p><strong>Award Basis:</strong> Award will be made to the <strong>lowest-priced, technically acceptable, responsible</strong> offeror. The Government may award based on initial proposals without discussions.</p>
