<p>Amendment 0001: PWS has been updated to be viewable by everyone.&nbsp;</p>

<p>Amendment 0002: The time for questions due has been changed from 2:00PM EST to 2:00PM EDT. The date of 19 June 2026 remains the same.&nbsp;</p>

<p>Amendment 0003: This is an official notice to all contractors who are interested in a site visit. A site visit will be held at Dover Air Force Base on 17 June 2026 @ 9:00AM EDT. Please refer to the Base Access section below for further instructions. This is also a reminder a REAL ID, or an in/out state ID accompanied with a passport, birth certificate, or social security card will be necessary for in-processing upon arrival. People without proper identification will not be allowed access of base. Furthermore, since 19 June 2026 is a federal holiday, the deadline for questions will be 18 June 2026 @ 2:00PM EDT.&nbsp;</p>

<p>Amendment 0004: This solicitation due date will be extended to 24 July 2026. Questions and Answers will be added next amendment.&nbsp;</p>

<p>Amendment 0005: 1. Extend solicitaiton due date to 05 August 2026. 2. Revise attachment 1 - PWS dated 22 July 2026. 3. Revise attachment 2 - Bid Schedule. 4. Revise attachment 4 - RFO 52.212-1 Addendum 5. Add attachement 9 - Questions and Answers dated 22 July 2026. 7. Add attachment 10 - Amendment Acknowledgement (Submit at the time of due date). 6. The effort title will change from DAFB Integrated Solid Waste Management to DAFB Refuse and Recycling.</p>

<p>This is a combined synopsis/solicitation for&nbsp;commercial services prepared in accordance with RFO Subpart 12.2 (RFO Deviation effective April 20, 2026), as supplemented by R-DFARS Part 212 (Class Deviation 2026-&nbsp;O0028, effective December 18, 2025). This announcement constitutes the only&nbsp;solicitation; quotations are being requested. A separate written solicitation will not be issued.</p>

<p>1. This is a FY27 requirement. Funds are currently not available for this action&nbsp;but will be made available upon the start of the new fiscal year.<br />
2. This acquisition is a 100% set-aside for small business concerns. This&nbsp;solicitation incorporates provisions and clauses by reference. The full text of&nbsp;provisions and clauses may be accessed electronically at&nbsp;www.acquisition.gov.<br />
3. The North American Industry Size Classification System (NAICS) code&nbsp;Dover Air Force Base has a requirement for Integrated Solid Waste Management in&nbsp;accordance with Attachment 1 &ndash; ISWM PWS to be delivered within 30 days. See&nbsp;Attachment 1 &ndash; ISWM PWS for a complete description of services.</p>

<p>- Site Visit: There will not be site visit unless specifically requested. If a site visit is&nbsp;requested, the meeting place will be 442 13th St, Dover AFB, DE 19902.</p>

<p>- Base Access: In the event of a site visit, Dover AFB is not an open base and you must&nbsp;have a valid ID for both yourself and your vehicle to access the base. Anyone who does&nbsp;not have the necessary identification to enter the base must make arrangements with<br />
the contracting office to be signed onto the base. Attendees requiring escorted base&nbsp;access will meet at theDover AFB Pass and Registration office located at the Visitor&rsquo;s&nbsp;Center at 331 Main Gate Way 45 minutes prior to the scheduled meeting. A member of the contracting office will be present to escort attendee&rsquo;s to the site visit locations.</p>

<p>CLIN structure will be listed in Attachment 2 Bid Schedule.</p>

<p>NOTE: Per RFO 12.105(a)/(b), allow contractors to use its existing quality assurance&nbsp;system to the maximum extent practicable and take advantage of commercial&nbsp;warranties.</p>

<p>NOTE: The CLIN structure will be structured in numerical order (0001,0002,0003&hellip; etc)&nbsp;on the contract. Its numerical ordering in Attachment 2 Bid Schedule is due to CLINS&nbsp;unnecessary for Dover Air Force Base being deleted from the template.</p>

<p>Instructions to Quoters</p>

<p>RFO provision 52.212-1, Instructions to Offerors &ndash; Commercial Products and&nbsp;Commercial Services, applies to this acquisition. As prescribed in RFO 12.301(b)(1),</p>

<p>RFO 52.212-1 found within Attachment 4: RFO 52.212-1 Addendum, has been&nbsp;tailored for this requirement and should be referenced along with the following&nbsp;instructions when submitting a quote. All terms and conditions of RFO52.212-1 remain<br />
in effect.<br />
