<p>Amendment 2: Correct the solicitation helpdesk link and extend the solicitation due date (See the attached SF30 A.15.01.01 Solicitation Amendment (HQC01026QE0160002) for more information).</p>

<p>Amendment 1: Answer the questions from interested parties and incorporate a site visit in the solicitation timeframe (See attached SF30 A.15.01.01 Solicitation Amendment (HQC01026QE0160001) for more information).</p>

<p>(i) The&nbsp;<strong>Defense Commissary Agency (DeCA)</strong>&nbsp;requires a commercial contractor to provide comprehensive maintenance services for its&nbsp;<strong>Spangdahlem Commissary</strong>&nbsp;facility and equipment in Germany. This is a&nbsp;<strong>non-personal services contract</strong>&nbsp;where the contractor manages their own workforce to keep all building systems, infrastructure, and food-handling equipment safe, compliant, and continuously operational.</p>

<p>The contractor must deliver three main categories of maintenance:</p>

<ul>
<li>Preventive Maintenance (PM):&nbsp;Regularly scheduled inspections, cleaning, filter replacements, and certifications (such as HVAC, refrigeration, and fire systems) based on structured intervals.</li>
<li>Unscheduled Maintenance (UM):&nbsp;Non-emergency repairs. The contractor must provide a firm-fixed-price estimate within&nbsp;14 days&nbsp;of a request and complete the work within&nbsp;45 days&nbsp;of approval.</li>
<li>Emergency Maintenance (EM):&nbsp;Critical repairs to prevent loss of life, safety hazards, or major product spoilage. The contractor must maintain a&nbsp;24/7 hotline, arrive on-site within&nbsp;3 hours, and is authorized to execute repairs.</li>
</ul>

<p>Systems &amp; Compliance</p>

<ul>
<li>SOMS Tracking:&nbsp;All work orders, inventories, estimates, and checklists&nbsp;must&nbsp;be managed and logged in DeCA&rsquo;s secure, web-based&nbsp;Service Order Management System (SOMS). Undocumented work is considered non-performance and will not be paid.</li>
<li>Inventory &amp; Labeling:&nbsp;The contractor must perform a 100% physical inventory of all equipment and refrigerant gases within&nbsp;30 days&nbsp;of award, label each item, and update this inventory&nbsp;quarterly.</li>
<li>German &amp; EU Compliance:&nbsp;All work must align with commercial standards, U.S. military regulations, and local host nation/European Union laws&mdash;specifically adhering to&nbsp;EU Directive 2019/771&nbsp;which mandates a strict&nbsp;2-year legal warranty&nbsp;on all supplies and installations.</li>
<li>Workforce Standards:&nbsp;The contractor must utilize a highly qualified, English-speaking workforce capable of self-performing at least&nbsp;70% of the contract workload&nbsp;with internal staff.</li>
