<p>Presolicitation for 123d Fighter Squadron Human Performance Optimization: Optimizing the Human Weapon<br />
System Services located at PANG Base, Portland, OR.The contractor shall provide all services, personnel, equipment,<br />
tools, materials, supervision, and quality control necessary, except as specified, to perform injury prevention and mitigation,<br />
rehabilitation exercise services, and human performance optimization services to rated personnel assigned to the 142d Wing<br />
(142 WG), Portland, OR, USA. The Contractor shall furnish consultation and reports, similar to the range of services found<br />
in a commercial facility, as well as services specialized to meet the specific spinal health needs of fighter aircrew. Contractor<br />
shall adhere to professional standards of the Accreditation Association for Ambulatory Health Care (AAAHC). Objectives:<br />
The purpose of placing OHWS program Specialists for aircrew is to reduce frequency and severity of injuries and time lost<br />
from service, improve long term quality of life, optimize human performance/readiness, avoid injury prior to occurrence,<br />
increase aircrew production, and support fighter aircrew retention.The Period of Performance shall be twelve (12) months.<br />
Required personnel: The contractor shall provide a &ldquo;Full Time&rdquo; Athletic Trainer for services defined as 0630 AM to 3:30<br />
PM during normal duty days as annotated on the 142 WG&rsquo;s annul M-1 Order. During Regularly Scheduled Drills (RSDs)<br />
contractor services will be provided from 7:00AM to 3:00PM. Exception to these days and times may occur on recognized US<br />
holidays or when the Government facility/installation is closed due to local or national emergencies, administrative closings,<br />
or similar Government-directed facility/installation closings. On scheduled night flying weeks, the contractor shall adjust work<br />
hours to match the flying schedule, but will not exceed a 9 hour day. Additionally, the contractor shall provide a &ldquo;Part Time&rdquo;<br />
Licensed Massage Therapist for services 20 hours per week during normal duty days and hours as described.</p>
