<p><strong>1. General Information&nbsp;</strong></p>

<p>This is a combined synopsis/solicitation for commercial products or commercial services prepared&nbsp;in accordance with&nbsp;FAR Part 12. This announcement&nbsp;constitutes&nbsp;the only solicitation.&nbsp;Quotations&nbsp;are being requested and a separate written solicitation will not be issued.&nbsp;</p>

<p><strong>2.&nbsp;Description of Requirements&nbsp;</strong></p>

<p>The Thirtieth Naval Construction Regiment (30th NCR) and the Naval Mobile Construction Battalion (NMCB) Camp Covington Resident Battalion&nbsp;require reliable&nbsp;Wireless Service Plans&nbsp;and 5G mobile Wi-Fi services to ensure seamless, secure, and unlimited voice, text, and data coverage across Guam, the United States, and the Asia-Pacific region. See the attached&nbsp;Peformance&nbsp;Work Statement (PWS) for more details.&nbsp;</p>

<p><strong>3.&nbsp;Period&nbsp;and Place&nbsp;of Performance&nbsp;</strong></p>

<p>Period of&nbsp;Performance (PoP): The&nbsp;PoP&nbsp;for this requirement will be a&nbsp;one-year&nbsp;base period followed by four (4)&nbsp;one-year&nbsp;option&nbsp;periods.&nbsp;&nbsp;Additionally, the Government&nbsp;will include and&nbsp;evaluate&nbsp;an option&nbsp;to extend services for up to six (6) months&nbsp;pursuant to&nbsp;FAR 52.217-8,&nbsp;Option&nbsp;to Extend Services.&nbsp;</p>

<p>The Defense Priorities and Allocations System (DPAS) assign this requirement as an unrated order.&nbsp;&nbsp;The solicitation document and incorporated provisions and clauses are those in effect through Revolutionary Federal Acquisition Regulation Overhaul (RFO), issued on May 2, 2025. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions&nbsp;(Attachment 04).&nbsp;&nbsp;</p>
